Terms of Reference: Monitoring and Evaluation Coordinator

Introduction Through its forest and wildlife management work in the 738,000ha Ulu Masen ecosystem, Aceh, FFI and partners from government (Dishutbun, BKSDA and police) and community-based organisations (local NGOs and community rangers) are planning to develop an adaptive management system. Thus, FFI will support government partners to implement a Management Information SysTem (MIST) as part of a wider effort to strength institutional conservation capacity in Aceh. In collaboration with HarimauKita and BPKEL, MIST training will be provided at both the provincial and district levels and a database designed and operated by the government partners over a 12 month project timeframe, with technical support from FFI. Thus, this pilot project represents the beginning of systematic and long-term approach for protecting the globally important Leuser-Ulu Masen Tiger Conservation Landscape.
Duty station Banda Aceh with frequent travel to the project’s districts to supervise data collection, track project progress and visit counterpart agencies involved in project activities.

Duties and responsibilities·
Be a key member of the FFI-Aceh Programme Coordinating Team (which is responsible for monitoring project progress and strategy development)
· Design MIST training materials and deliver a course, with technical partner support
· Supervise GIS training and related GIS work in Ulu Masen
· Support MIST database construction and reporting system, including standardised report formats
·Supervise a law enforcement priority setting analysis
· Support annual work plan and budget designs
·  Provide Programme Manager with summary statistics of forest patrols results for routine donor reports
· Support FFI’s Coordinators in relation to their M&E work on Community Rangers (forest patrols, human-wildlife conflict, forest crime and investigation)
· Supervise data compilation by district field officers

Required background and experience
· S1, preferably S2, university graduate in related field.
· 5 years+ experience with MIST
· Proven ability in project data collection, analysis and report writing.
· Competent in computer software and database development
· Fluent in bahasa Indonesia, and English an advantage.
· Ability to work under minimal supervision, meet deadlines and first and foremost be a team builder.

· Excellent communication and presentation skills.

FFI-Aceh Programme Manager

Coordination with:
FFI
Technical Manager, FFI Coordinators (Community Rangers, Human-Wildlife Conflict and Forest Crimes and Investigation), GIS Officer and Field Officers.

Duration
12 months
(initially), with possible annual extensions.
